Quick question on building my new front wall. (not me personally)

I'm thinking of having a new front garden wall built. I want it to be a block work wall about a meter high and for it to be rendered smooth including the top of it. In the middle of it on the cavity I wanted to fill it with dirt and basically have it as a very narrow flower bed. Obviously I would make sure there is drainage in it but I was worried that because I was going to render and paint it, damp would show through eventually.

What are your thoughts?

You will have to line it! 1200 guage visqueen with weep/drainage holes at the bottom of the blocks.
