Can cooker or fused sockets in a kitchen go in cupboards?

we've hashed this out many times and a definitive answer is never reached..
I personally say no it's against the regs, but then others will say that it's not and that my interpretation of the regs are wrong where as I think that theirs are wrong and so it goes, back and forth..
