Central heating/hotwater pump running constantly

I have a Classic fanned gas flu boiler and in my airing cupboard a MEGA Flow Heatrae Sadia Storage tank. The Grundfos pump that is linked to the water storage tank continues to run, although the heating is switched off. There is one Honeywell motorised valve and one Danfoss HPA2 motorised valve, which appear to be working. Due you think they may be causing the problem? I have changed the wall mounted time control panel but still have a problem with the pump continuing to run. The heating system works 100%, with no other problems other than pump running constantly.

does the boiler fire when the programmer is set to 'off'?
