If theres no air or water coming out of a radiator, it can only be because
(a) the bleed valve is blocked (b) the radiator valves are closed (c) theres no water in the system (d) theres no pressure to push the water/air out of the radiator.
Are all upstairs radiators affected or just one.
Would I be right in thinking you have a combi boiler.
