CH drain down nightmare

When I open the drain plug (supposedly the lowest point in the system) only a little drip of brown water is coming out, but when I undo the actual radiator valve that I'm trying to replace, loads clean water gushes out! The header tank is empty and stop-cock closed, so no fresh water can be entering the system. What am I doing wrong?
 
The little rubber washer that seals the drain point has stuck shut.

Take right out and see if you can clear, if not, switch off both sides of a rad, uncouple one end, drain rad, attatch a hose to the rad valve using a fitting and drain through that.
