CH ok second floor but not first floor

Hi.
I moved into a new house but I am having prblem with my cebtral heating. "nd floor is OK but not the first floor. I bled the radiators and all looks Ok. botht pipes from the sides of the radiators ar cold. The water tank is hot enough to heat all the radiators but in the forst floor all of them are cold. Thermostats are Ok and all the valves are open. Can anybody help me with that please?

What about the ground floor, or do you mean it's ok on the first floor but not the ground floor?

First turn off all the upstairs radiators, if the downstairs ones get hot, do a search for "balancing radiators".
