CH rads still on programmer off?

CH hit water Programmer off. Tank still sounds like it is on, boiler on intermittently despite no programmer. Some rads hot others not. I am thinking 2 port valve issue?

Also heating overide on programmer does not start heating. HW it does?
How to test for fault?
