I have 1 radiator that doesn’t come warm unless I turn around 4-5 rads off the system is balanced to the point it I turn them down much more them ones go off worchester boiler year old I’ve put a new radiator on it trv and lock shield still didn’t help I’m thinking the problem is the way it’s piped up any help appreciated

Sounds like a piping issue , can you upload photos of how it’s piped ?
Have you a magnet ? If so see if it sticks to any of the tees
If it sticks it has a magnetite blockage in the tee restricting the flow
