Cold rad

I've just moved into a house with one rad that won't heat up. The rad was removed by builders to renew the DPC just before we moved in. There's a TRV on the rad, but the sensor is working and the pin is moving freely.

Any suggestions?

Make sure that that both valves are open then close off evey other rad valve....see if this pushes through the rad. If it doesn't, change both valves, one or boith are stuck closed.
