Cold radiator

Hi all

Small problem that seems to puzzling me.
I have a radiator that is slightly warm at the bottom and freezing at the top. Rad is only 2 yrs only!!

The pipe is hot enough!
Have bled the rad twice still not working. Any suggestions much appreciated.
