Got a blue commando socket in a shop with large display fridge into it.
I'm concerned with it not having shutters like the BS1363, in theory it can be unplugged and left with exposed female contacts (albeit with a spring-loaded flap).
I'm wondering should it be replaced with an interlocked-switched unit for obvious safety (and perhaps legal) reasons?
 
At 16A you don't need a switch that's only required with next step with 32A.

537.3.2.6 A plug and socket-outlet or similar device of rating not exceeding 16A may be used as a device for switching off for mechanical maintenance.

So it is an isolation switch in it's self. Also BS7671 is not the law although it may be used in a court of law. But consider a caravan site and you will realise most use that type of socket the only protection would be the earth leakage trip often not accessible by the user.

The only contact usually exposed is the earth, the others are usually several mm recessed back and unless the flap is held open and something pushed down the hole, there not really a risk i would have thought.
