Cool Radiators

Moved in to new house and found that the radiators are only running luke warm ?

A mate came round and told me that the temperature of the flow water going to the rads was low.

We increased the knob on the boiler to maximum setting, but it seemed to make little difference.

Any ideas ? My mate saif that in the maximum setting the flow water should heat to 80 deg C.

It is an oil fired condesning boiler connected to a sealed system.

System is new and was thoroughly flushed.
