how do i change the belt on my creda tumble dryer 37653e and how does the belt fit around the tension wheels?

You can get the new belt round the drum either by loosening the front or rear panel enough to create a gap between panel and drum. To get the belt round the motor spindle you need a side panel removed. The belt goes in between the 2 tensioner pulleys so the pulleys bear on the fabric face of the belt.
