Damp on external wall. Advice please!!

Just came home from work to be told by my nine year old his wall is wet.

So its an external wall to the upper floor (bedroom). There is a winddow to the centre of the wall and a radiator directly under the window.
The wetness and patches of a white layer of sut is situated to the left hand side of the radiator starting at skirting level (possibly below) rising uup the wall. As it rises the wall drys out. The area affected feels cold also. The wall also meets the neighbouring wall to next doors house (terraced).

So im guessing this is some sort of damp. What and how is my quesstion?

As it rises above the radator can i assume this is not a radiator/ pipee problem as there seems no sign of a leak.

The outside wall has a cladding of plaster to half the house (which ccovers the outside wall of the affected are). This is not to hide anything as all the houses have this so must be in the design of the houses.

So my first instinct is water has penetrated behind this cladding and penetrating through the brickwork. Not through the roof or gutteringg as the top of the wall is dry.

Am i on the right track? Is there anything i can do to find out whats causing it or is it a straight case for builder/ insurance job..

Edit: I would also like to ass that our boiler has been broke for the last week. No heating at all so house been very cold upstairs and have noticed windows have had a lot of condensation on them. Could it be caused by the poor heating, would the patchy layer of mould be formed in a week or so. The heating has been fixed now so we have a nice warm house again!
 
Combi boiler or system boiler? Did plumber check for leaks?
Solid wall or cavity wall?
Asked neighbours if they have had problems?
