Danfoss thermostat always lets in some flow

I have a Danfoss radiator thermostat knob that, even in the lowest setting lets in some flow. If I remove the thermostat and push the pin in fully the flow stops. Is there some way I can tune the thermostat to make it push the pin in further?
 
Bet it's a TRV4 or an older version of it. No, they don't shut off completely, unless you've got the decorator's cap. Just the way they are, right pain in the arris if you want to take a rad off the wall
 
The head may be out of calibration and depending on model, a new head may fix your problem.
