Drayton non-combi CH not coming on without water being on

If I set the programmer/timer to have CH permanently on, it does not come on, or only when the hot water comes on (the water is on a timer and comes on two or three times a day). Surely the CH should work independently of the hot water? Or am I wrong? Any advice much appreciated. Thermostat is on 20 degrees, so have checked most obvious cause!
 
I'm guessing you have a 3 port mid position valve.
Suggest the valve does not move to the CH only position or if it does move to the CH only position a faulty micro switch is preventing the boiler from lighting.
This seems to be a common problem. Can I suggest you search and read about 3 port valves on this forum. Or maybe you have two 2 port valves in your system.
