Electric panel heater in bathroom

We have just bought a flat with electric heating. There is an electric panel heater in the bathroom about 1m opposite the shower cubicle door.

Is a panel heater acceptable in a bathroom at all and, if so, where?

If it's a fixed panel heater and outside zone 2, It is allowed.
Zone 2 would be 600mm from shower cubicle.
Some fixed appliance are allowed within zone 2, providing IP ratings are suitable.
