Will it always be possible to coordinate it, so that breaks, low battery charge and available public charger all occur at the same time. In a busy working day when you have a tjousand things going on - that will be some feat.
Your examples - Openreach, BG - are not noted for busting their nuts, nor for racing to their customers.
Plus, there's plenty of public charging about (especially if you're not bothered about the cost. Which I doubt BG or Openreach are).
Then, I'd wager that their vans have a range that exceeds your "patch"; they will have logistics people to ensure that sort of thing.
All in all then, you're looking for the needle to justify burning the whole haystack
