Exterior stain blocker

Hi guys, want to get exterior walls sorted before winter. They are rust stains. What's the best one to get, is it Zinser? Which one if so?

Got some cracks to fill too, is there a particular good tool around to rake them out or just use a screwdriver? Cheers
