Fire hazard in Storage Heater

We have recently bought a flat with E7 heating and I thought that I would just whip the covers off the heaters to clean all the crap out before having to put them on. Found this inside one of them - (transit packaging?). Must have been slowly cooking inside for about 20 years!

Are you sure that's packing material and not insulation board to protect front panel .Would check with manufactures before putting on .

Hi, i'm pretty sure. It looks like cardboard and was only in one of the three.

If it were me?? I would be doing some research into model / type and what that material is / was, just to be really sure before I switched them on again???
