Fitting pressure relief valve

I think the 3 bar pressure relief valve on my system is leaking. Do I have to drain the system down to fit a new one?
 
Can't find a leak.

I tested the PRV and re-filled the system then shortly afterwards the pressure rose to just over 3 bar from 1.5 bar, the PRV activated and I saw water in the tundish. So maybe the prroblem is in the boiler not leaking pipework.

Am going to check the pressure vessel tomorrow and then call a central heating engineer.

How do you test them?

Pressure Rose to over 3 bar and the prv let go, seems to be working to me.
