just a quick question on flat roofing

would it be normal to take old felt of first and then refelt or is it acceptable too felt over the top

just had it done by a tradesman and i was under the impression it would have been ripped up first

Take the old felt off 1st!! allows a check to be done on decking ..Far more professional.
