Hi

I need to get my concrete/stone? front outdoor step fixed as the outside layer is crumbling. Once that is done it will look patchy and I don't really want to paint it.

Is there any way that I could paint the step with some kind of adhesive and then put sand (or something?) on it, let it dry and then brush of the excess?
So as to create a kind of sandstone effect?

OP,
I'm afraid that your proposal wont work.
Take a piece of the step thats broken off, and beat it with a hammer - then post a pic of the dust and bits.
The step riser & sill below the door, like the front step, looks like stone thats shaling but its hard to be certain.
The green algae splash usually comes down the elevation with blown or leaking water.
