heating stays on when programme controller off??

Hi all. just had a new worcester bosch greenstar 15ri boiler fitted but since its been fitted i've had a issue where if i turn the programme controller off but leave the thermostat up the boiler will still fire up??!!
the hot water is also turned off.
Do you think they have wired up the boiler wrong or is it just a coincedent that this fault occured just after they fitted the boiler?

It sounds like it has been wired incorrectly or the programmer contacts are permanently closed due to a fault.
