Heating up but not down

CH working upstairs, downstairs i have no radiators working, the boiler starts up runs for two mins cuts out and then goes through this cycle constantly.

Hot water everywhere ok

sounds like a pump problem to me.

Although CH wise I only know what I've read in the last week or so while trying to fix mine.

If theres no circulation you wont get heat downstairs and your boiler may overheat and shutdown (would explain the 2 min cycle) but due to the heat rising upstairs still gets hot.

What about the 3 port v/v, the pump seems o.k?
