Hessian sacks with a sand/cement filling to shore up side of pond.

I want to shore up the side of a garden pond using the hessian sacks one see’s built alongside a riverside but I have no idea what the sand/cement mix is and whether one can just place them in the water or do they only work in a dry place and left to weather.

Think they're just a dry mix concrete, the ones you see on a riverbank can sometimes contain a dissoluble liner that dissolves as soon as it gets wet but that's more to do with the practicalities of them being stored/transported beforehand etc so I would think a DIY approach would work, concrete sets under water.
 
If you use concrete in a fish pond that in contact with , it can upset the PH of water for some time if thats going to be an issue for you
