Hi Flow 400 water or heat not both!

Hi All

I have a Worcester Bosch Hi Flow 400 RSF Gas Boiler

When the heating is turned off , the boiler fires and gives hot water.

When the water is turned off , the boiler fires and gives heat.

When both turned on, boiler will not fire up.

Any ideas please.
