Hot tap wont turn on

Normal vented hot water tank.

The hot tap (taps are approx 20 years old) in the downstairs toilet
turns on but no water comes out. Cold tap is fine.

Before I start draining down the tank to look at it is it just that the washer
of the head gear has stuck to the seat and therefore all
I need to do is remove the gear and re-seat the tap with a new washer?

yes more likely the washers jammed of the jumper is faulty.
no need to drain the whole tank just isolate the feed to the cylinder or bung the outlet in the cws in loft.
