hot water but no heating

I have bought house but not moved in have been decorating for a couple of months. The former owner tell me the central heating was working last time he used it. The boiler is backboiler. I am getting hot water . The system is such that I can have just hot water only or hot water and heating both on.He informs me that to put the heating on I have to move the thermostat until I hear a click. I have done this and and radiator pipes are cold after even 25 minutes.
I have assumed that the pump is not working but I have lifted the floor boards in nearly every room but can not find pump or valve.

Is this system without the pump or motorised valve.
How do I go about locating these two items?
Any advice much appreciated?
 
A likely place to find pump on old bbu is under floor next to chimney breast (probably same side as pipe box).I you have a fully pumped system it could be in airing cupboard
 
Is there a panel at the side of chimney breast , pump is usually in there
 
It is not in the airing cupboard as I have checked there.

There is a panel on side of the chimney breast and I have opened it up and it is not there either.

I will have a look at floor boards next to chimney breast and let you know if I do find it.
 
You are right it was under floorboards next to chimney breast.
