How to treat damp

Hi

This is the problem - a sloping down driving way without proper drainage and a leaking front gutter. Massive puddle of water at the front of the house.

I will fix the guttering and sort the drive. Inside the house how do I deal with the damp on the bottom front wall?

I'm guessing I should remove all the plaster and render - basically take back to brick but then what?
 
Do some googling on the "French Drain".

This is a good method for fighting damp in a house(usually old houses) and diverting water around the property with piping.
 
With the source of water removed the wall should dry out naturally over time. A dehumidifier may speed things up.
