Increasing the floor height in my loft to insulate and board

I am looking to increase the level of the floor in my loft (only the centre part about 8 feet square) as I am insulating it and need to board it out to use as storage. At the moment I cant insulate to the required standard as the joists are 3" x 2" which wont allow me to put the insualtion down.
I have insulated to the required standard around the eaves and was looking at installing 100mm x 47 mm joists at 90 degrees to the current joists, thern i can insualte and board out. Can this be done or will there be too much weight on the existing joists, any help will be appreciated.
