insulation between rafters

can some one help in putting celotex 50mm between the rafters in the attic my beams are only 75mm X 50mm iv been told that i need to leave a air gap of 50mm between felt and celotex is this right.
i was thinking of putting extra 50mm x 25mm onto the rafters to give me the gap i need then plaster board over that will this be ok.

OOI, are you making a loft conversion into a habitable room?
 
no its not going to be lived in its just id like to see plaster board and not insulation and make it warmer
