Last time I had a new kitchen, I got some of those rectangular frames with rollers so you can easily take them out for cleaning or maintenance.

When I was having the floor renewed, the fitter asserted that they should only be used in a temporary move, not fitted permanently.

Is this true? Why?

I am making some changes and would find rollers very handy

It's your kitchen, not the fitter's. Keep the rollers.
 
I know over 18 kg without wheels considered as fixed, with wheels portable, so in UK the Landlord EICR would need to cover one without wheels but not with wheels. Not that anyone takes any notice of that, but maybe where you now live it makes a difference.
