Kitchen - no hot water flow to mixer tap

The hot water stopcock under the sink (brass one in the middle in the photo) was turned off for some months, and on turning it back on, nothing comes out of the hot water tap in the kitchen mixer tap (the cold tap works fine). Cold water flows fine from all other taps. Water flows from the hot taps in the bathroom sink and bath. Hot water is heated by an immersion heater upstairs,, currently turned off.

How can I fix this please?

Its down to if you have the confidence in doing this yourself.
You know the answer: replace valve.
