Laminate slides around

I've laid laminate in a fairly small hallway and there's not enough weight on the laminate to prevent it sliding around.
The laminate sits under the skirting board (not yet refitted) with varying size gaps to the block work or plaster board all round.

Should I plug sections with cork strip or is there a better solution?

I always fit cork strip, but there are those who argue against it; however in your case, I'd say it's sensible to fit it. It doesn't need to be fitted everywhere, so a small 2" piece set every foot or so should be fine, or use your judgment on how much to fit to stop it sliding.
 
You could squirt silicon under each edge which will prevent sliding but not expansion.
