I've tried to loosen with an adjustable but can't quite get the right purchase on the 1 inch nut probably due to play with the adjustable, and/or it's just plain seized. It's in an area where there isn't a lot of room to manouvre. I've bought a 1/2in drain cock from Screwfix on standby once I get this one off. I'm thinking I'm going to have to get a proper 1 inch spanner, but would it be worth applying heat with a propane torch as well to the drain cock to try and encourage it. Planning on shielding the T joint as best I can.

Looks like the old drain off was put in with boss white and hemp. Bit of carefully heat may do it, maybe try tighten it a bit first.
I would just use some decent grips with another larger pair holding the tee from moving.

Felt lagging is disconcertingly flammable and apt to smoulder; I'd suggest stripping back and dousing before letting rip with a naked flame.
