If it is a straight swop then normally no certificate is needed and you can do it yourself if you feel confident enough.
However, you will need to check that the size of the wiring and the MCB and RCD arrangements meet the manufacturers instructions otherwise it will probably become notifiable to your Local Building Control - in which case it will probably be cheaper to employ and electrician.
If you don't follow manufacturers instructions they have an excuse to exclude your shower from warranty.
If the job is being done properly, a minor works certiciate should be issued, though on a job like this I'd probably only do the loop and RCD tests, and record as such on the MWC

I agree with you but I think he may be talking about building control notice and I don't think he's a spark and therefore have access to test equipment.
