Lime Skim on top of painted lime plaster

We have a Victorian terrace with mostly the original lime plaster intact but the walls could now do with skimming. I'm keen to use lime as the walls are solid and where they've been patched up in the past with gypsum plaster, there is occasional mould growth.

Is is possible to add a lime plaster skim on top of existing painted lime plaster? And if so, what product should I use?

Not that I've ever heard of. Anyway, the odds are your walls are painted with vinyl so breathability has been lost.

I agree with you Joe-90, breathability has probably been lost, i was thinking more for the alkaline properties of the lime inhibiting mould growth.

So, should I start scraping the paint off or do I have any other options?

You could use Ty-More's skim finishes - or google lime plaster skim finish for a more expensive choice.
