Lining paper or skim? Cracks :/

You really should not have to line newly plastered walls. That is the reason you got them replastered. If the plaster had been applied correctly then it would not crack like this. Just seems that your plastered/dad is just giving you incorrect info as he may not know the reasons or the cure. If you are willing to pay a Dec to line, I would personally pay a pro spread to re skim, or atleast give you some correct advice to what has happened.
