Loft conversion dormer

I want to build two small window dormers. One facing the highway at the front and one facing the garden at the back.
I thought that window dormers facing the highway needed planning permission but having just looked at the planning portal I am now not so sure.
Does anyone know what the situation is ?

Dormers installed on the principal elevation will require Planning.
 
I agree that the planning portal interactive guidance is not clear on this point , but here it is in black and white:



Development is not permitted by Class B if
...
(c)any part of the dwellinghouse would, as a result of the works, extend beyond the plane of any existing roof slope which forms the principal elevation of the dwellinghouse and fronts a highway;
...
