mains water supply

I have a mains stop cock and off this are the feeds that supply all the house. I have traced that there are two feeds one for upstairs and one for down stairs.This seems straight forward. But in the same location I have a 15 mm pipe that has a stop end attached, this pipe is under full pressure although it is not connected to the stop cock. Any ideas where this could come from.

I am trying to sort out what feeds what ready for a water softener to be installed.

Hello,

How do you know that the capped-off pipe is under full mains pressure even when the main stop valve is off?

My parents' house was like this though. The only way to switch everything off was to use the stop valve by the water meter buried in the driveway.
