Is there a minimum distance from the kitchen floor for a socket??? (for a plug in and forget about item)

450mm above finished floor level is the current standard minimum height (1200mm is the standard max, also for light switches)

You are not obliged to comply if it is an old house.

This is a height where it is unlikely to be knocked by furniture, hoovers, boots, and which is reasonably easy to reach even if you have a bad back, stiff knees or are in a wheelchair.

As it is now the standard, people are getting used to it and will look at a lower socket as looking "odd" as well as inconvenient.
