Something's not adding up here, I'm gonna hazard this is a new build property, it looks like you're reduced your garden down from what was a slope to a level surface (might be completely off here?). Who (contractor or client) would not anticipate a retaining wall being required in order to facilitate that? BTW they both look a bit dubious, were the additional costs discussed before they were built?
