New Roof Advice

Our roof is approx 80 years old (1930s smallish end of terrace, concrete tiles). We are having problems with leaking from a valley which gets regularly blocked with moss and other debris. Water has backed up and leaked through to the bedroom ceiling. It's been a long standing problem as our valley is very narrow.

I assume I'm going to need a new roof, which I'm guessing will cost somewhere between £10-20k. I live in the South East.

Any advice on what I should be asking when I get some quotes will be welcomed. Do I need to have underfelt? Is it the normal to have new guttering or can that be left alone if there are no obvious leaks? Are building regs approval needed for any aspect if a new roof? Is it the norm to expect something like a 10 year guarantee?
