When installing an oil tank on 50mm thick concrete flags with 300mm clearance from tank to end of concrete flag base on each side, presumably the flags do not necessarily have to sit "atop" the surrounding concrete surface? This would mean that they would be 60mm higher than surrounding concrete area.
That is, to tango into the concrete yard area, lay the 50mm thick flags on levelled tangoed area so that they lie flush with the surrounding area.
Obviously more work, but from what I haven't seen anything stating that flags have to be above the level of the surrounding area.
