One Lukewarm Rad

During the spring I had a new combi boiler fitted onto an older radiator system.

All is fine apart from one rad in the downstairs living room. This rad is lukewarm, where as the rest are hot.

The bleed valve on the rad is stuck solid so I can't bleed it. Anybody got any suggestions as to what it might be and how to solve this?

If it only needs bleeding it will only be cool at the top. Try cutting a slot across the widest part of the little square with a small saw then use a screwdriver.
If your system was old and not properly flushed your problem is probably SLUDGE
