Painting cast iron soil pipe

About 12 years ago our toilet was replaced. At the time the soil pipe was sanded down back to metal and as far as I'm aware (not sure) metal paint was applied.

New toilet and lino being installed next week, as you can see from the pic, rust and a line along the top has gradually appeared over the years.

Any advice as to how to prepare it properly and what paint to use please?

Can you post a context view of the soil pipe and WC connector?

Thanks, I was debating whether to post in painting or plumbing section, chose this one as I hoped a lot of plumbers would have seen this problem. Am happy if mods want to move it.
