problems with central heating

I have a vaillant combi boiler (not sure of the model number as the instructions manual shows a few and I don't know where to find it on the boiler). The heating and water are working but the central heating does not fire up for a long length of time before turning itself off again for a while. This causes the radiators to cool down even though i don't think it is particularly warm in the house. I have noticed that the gauge on the flow thermometer (that indicates the temperature of the water in the central heating circuit) never moves and is constantly showing as zero so I wondered if this has got anything to do with with it. Can anyone help?

More details of the boiler would help.
Flow temp gauge??? Could that be the pressure gauge by any chance?
Do the 2 thick pipes under the boiler get hot?
