Radiator problems

I have a sealed combi system. I recently removed a radiator from the system and capped off the pipes. I have since installed a new rad elsewhere. The system has been bled thoroughly, and all the rads heat up except the new one I installed. All rads have TRVs fitted. I am unsure what to do next.

Turn off all the other rads and see if that one heats up.
How have you piped up the new rad?
 
I take it you topped up the pressure after venting the rads?
Try my first suggestion.

Does sound like a possible airlock.
Did you tee off the main 22mm flow and return pipes for the new rad?
Have you bled the system correctly?
What size pipe have you used for the new rad?
Copper or plastic?
Have you tee'd off another rad to feed the new one?
How big is the new rad?
Type 21,22,11?
