Radiators not heating up

Hi all - I have to go to a house where the radiators do not heat up unless the hot water is on at very high temeratures - I think this could be the 3 port valve but I would like to know what goes wrong with these and what to check/try first, are there any pictures anywhere of the workings of the valve? Regards.

On a 3 port valve calling for hot water only expect 240v on orange wire only when on htg & hot water expect 240v on white or brown wire which will powerthe valve to mid position by using the circuitry within valve pcb. When on htg only expect 240v on grey wire which then allows valve to fully shut dhw port.I suspect that valve is only working until cyl stat reaches temperature so if readings stated are correct then change valve
